On Tuesday, the senate approved $484 billion COVID-19 emergency supplemental package. House lawmakers are expected to return to the Capitol on Thursday to vote on the legislation.The bill contains $75 billion in funding for hospitals and other healthcare providers, $25 billion for COVID-19 testing and $310 billion in additional Small Business Administration (SBA) loans.
- CMS Announces Payment for Lab Tests
CMS announced Medicare will nearly double payment for certain lab tests that use high-throughput technologies to rapidly diagnose large numbers of COVID-19 cases intended to increase testing capacity and provide faster results.
- Telehealth Program Application Portal
The COVID-19 Telehealth Program application portal opened. The program provides $200 million in funding to help provide connected care services to patients at their homes or mobile locations in response to the COVID-19 pandemic. - Emergency Use Authorization
The FDA issues a second emergency use authorization (EUA) allowing up to 10 decontamination cycles for compatible N95 or N95-equivalent respirators for reuse by healthcare workers in hospital settings using STERIS systems.

The COVID-19 Telehealth Program application portal opens Monday, April 13 which provides $200 million in funding, appropriated as part of the CARES Act.

Drive Thru Testing
- Temporary Sites
In light of the COVID-19 Crisis, CHCs have been given the authority to set-up temporary sites within the health center service area. To learn more, please see PAL 2014-05 for full details and requirements.
- FTCA Coverage
For purposes of FTCA coverage, patients served by covered individuals at temporary locations included in the covered entity's scope of project are considered the covered entity's patients. See the FTCA health Center Policy Manual Section (I) F: A record of the services provided for each patient should be maintained. For additional information see FTCA requirements on HRSA website.

Beginning on March 6, 2020, Medicare will temporarily pay clinicians to provide telehealth services for beneficiaries residing across the entire country.Effective immediately, the U.S. Department of Health and Human Services (HHS) Office for Civil Rights (OCR) will waive penalties for HIPAA violations against health care providers that serve patients in good faith through everyday communications technologies, such as FaceTime or Skype, during the COVID-19 nationwide public health emergency.
